The term “innovation” used in the project schemes under Operational Programme “Competitiveness” raises multiple questions in the practice in view of the necessity to determine its product scope, and determining the exact schemes for applying for innovation projects under Priority Axis 1 or Priority Axis 2 of the Operational Programme.
The following projects can be object of financing under Operational Programme “Competitiveness”: projects focused on introduction or usage of innovative product – a new or significantly improved product, which may represent both an end sale product or a base for production of other products or services; innovation process – a new or significantly improved method for more efficient, with higher quality or faster achievement of certain results or innovative service – a new or significantly improved service rendered on the base of innovative product or process.
The separation line between the schemes under Priority Axis 1 and Priority Axis 2 in relation to the innovations is in the characteristics of the applicant – beneficiary – start ups innovative enterprises with company history up to 3 years from their incorporation are supported under Priority Axis 1, while Priority Axis 2 – technological modernization – finances projects of enterprises with company history exceeding 3 years.
Another important distinction is the requirement upon financing of innovative projects under Priority Axis 1 that the innovation should be property of the applicant – beneficiary, while under Priority Axis 2 the purchase of new equipment developed and manufactured by other companies is subject of financing.
